Toss diced potatoes with 1 tbsp oil and season with salt. Air fry at 380°F for 12 minutes, shaking halfway through.
Mix ground beef with garlic, chilies, fish sauce, soy sauce, and brown sugar. Let marinate 5 minutes.
Add seasoned beef to air fryer with potatoes. Cook at 400°F for 8 minutes, breaking up beef and stirring once.
Add bell pepper to mixture and cook 3 more minutes until beef is crispy and pepper is tender.
Create wells in the hash and crack eggs into them. Cook 3-4 minutes until egg whites are set.
Garnish with Thai basil leaves and serve immediately.
