Heat oil in large wok or skillet over high heat
Add garlic and chilies, stir-fry 30 seconds until fragrant
Add ground beef and cook 4-5 minutes breaking up with spatula
Add bell pepper and stir-fry 2 minutes until slightly softened
Stir in fish sauce, oyster sauce, brown sugar, and lime juice
Cook 1-2 minutes until sauce coats beef
Remove from heat and fold in Thai basil leaves
Serve immediately over jasmine rice topped with fried egg
