Preheat your oven to 220°C (425°F) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, sugar, salt, and garlic powder until well combined.
Add the cold cubed butter to the flour mixture and use a pastry cutter or your fingertips to work it in until the mixture resembles coarse crumbs with some pea-sized pieces remaining.
Fold in the grated cheddar cheese, sliced scallions, and fresh chives, distributing them evenly throughout the mixture.
In a small bowl, whisk together the cold buttermilk and egg, then pour into the flour mixture.
Stir gently with a wooden spoon or spatula until just combined—do not overmix; the dough should be shaggy.
Turn the dough out onto a lightly floured surface and pat it into a rectangle about 2cm thick, then fold it in half and pat down again. Repeat this folding process twice more for flaky layers.
Pat the dough to a final thickness of 2.5cm and use a 6cm round cutter to cut out biscuits, pressing straight down without twisting.
Place biscuits on the prepared baking sheet with edges just touching and bake for 15-18 minutes until golden brown on top.
Remove from oven and immediately brush the tops with melted butter. Serve warm.
