Sauté onion until golden, add garlic, ginger, chilies, and spices
Cook spice mixture for 2 minutes until fragrant
Combine flaked fish, mashed potatoes, spice mixture, and cilantro
Add cornstarch and mix well, season with salt
Form mixture into 12 small patties and chill 15 minutes
Meanwhile, mix yogurt with mint, cumin, and salt for sauce
Spray fish cakes and air fryer basket with cooking spray
Air fry at 180°C for 12-15 minutes, flipping once until golden and crispy
Serve hot with mint yogurt sauce
